The Lincoln Lawrence Franklin Regional Library Board of Trustees has established certain standards of acceptable behavior on library property and grounds in order to maintain an atmosphere that promotes the use and enjoyment of the resources and services of the Library, promotes the safety of the general public and the library staff, and protects the building, furniture, equipment, and materials of the Library.
Any activity that interferes with the rights of other patrons to use the Library, disrupts the normal functioning of the Library, could result in physical, emotional, or mental injury to oneself or others, or could result in damage to the facilities, equipment, or materials is considered disruptive and unacceptable behavior.
The Library reserves the right to require anyone who engages in disruptive behavior to leave the premises, the right to restrict privileges for a specified period of time, and the right to ban the individual from the library for a specified period of time or permanently. In most cases, a staff member will notify the individual that he or she is in violation of the standards of conduct and will provide one verbal warning. Unlawful activities or noncompliance with this policy will be reported immediately to the police.
Disruptive behavior includes but is not limited to the following:
- Making disruptive noises such as loud talking and screaming.
- Verbally or physically threatening or harassing other patrons, volunteers, or staff.
- Using profanity or abusive language.
- Sleeping in or on Library premises.
- Using Library restrooms for bathing, shaving, or doing laundry.
- Being barefoot, shirtless, or otherwise attired so as to be disruptive to the library environment.
- Having body hygiene that is so offensive as to constitute a significant nuisance to other patrons or staff.
- Using library computers in violation of the Internet Use Policy.
- Viewing pornographic or sexually explicit images on library computers or personal devices.
- Smoking or using any other tobacco product, electronic cigarettes, or vaping devices in or on library property.
- Leaving personal property unattended. The library is not responsible for lost, stolen, damaged, or destroyed items.
- Leaving children under the age of 10 unattended in the library. See Safe Child Policy.
- Sexually threatening or harassing other patrons, volunteers, or staff. This includes stalking, staring, lurking, offensive comments, offensive touching, and obscene acts such as sexual acts and indecent exposure.
- Using, selling, or possessing controlled substances on library property, and entering library property while intoxicated or under the influence of illegal controlled substances. The use of alcohol is prohibited on library property.
- Intentionally damaging the property of another patron or library property or materials.
- Wrongfully taking, obtaining, or withholding the property of another patron or the library.
- Soliciting library patrons or staff for money, non-library fundraising or donations, petition signatures, votes, or political support.
- Carrying weapons of any type on library property except by law enforcement officers.
Please respect the rights of other library patrons by:
- Observing all library policies, including this Patron Behavior Policy.
- Cooperating with library staff who interpret and apply the policies.
- Observing all federal, state, and local laws.
